Looking for part suggestions for a PC around $1400

Howdy there I have a very outdated Pc and I'm looking to build a new PC. I think the biggest Benchmark is being able to play Elden Ring smoothly on Ultra settings if possible. In the future I would like to add a bluray reader.
Thanks folks I really appreciate any and all help.
Let me say I'm also undecided between AMD and Intel/Nvidia for parts as I have had an AMD GPU with 0 problems for the last 8 years on my current rig.
