just a quick question that is completely random. But why is there a wheelchair mob in the underground cell?

I mean it just baffles me. Past the underground cell are stairs leading to Amelia and the elevator to the research hall. And to reach the underground cell you have to go up the stairs past Ludwig...so how did the wheelchair get there? It is just a random question but one that floats in my mind from time to time
