PC gamers experiencing frame drop after ALT-TAB?

So with my headset I need to go into sound options on the pc to set it as default. Sometimes I forget to do this when I start up a game, and have to ALT-TAB out. Upon going back into the game, I notice EXTREME stuttering and frame rate issues. I want to know if anyone else experience this issue. I'm assuming is a memory leak, maybe of the GPU? It obviously doesn't happen in any of my other games, and I get a steady 60fps in BO3 otherwise. It's just this one scenario. Also, the PC servers are full of hackers. Wish something was done about it.
