Confused about cloaking - surely Google can easily detect this...

If you know the IP's of GoogleBot (and all variations of bots) then great - but all it takes is a manual review from a random mobile residential IP (i.e. a mobile phone) and you're caught.
Seems incredibly delicate....
And surely Google would simply rotate in new IP's when deploying their bots
Am I missing something?
