New steel frames

Anyone have a suggestion for good brands for a new steel road frame? I've found Surly (Pacer), Soma (Smoothie), and Max-way cycles (Taiwanese frame maker). I'm not looking to pay custom frame money, but lighter is better. Looking to spend around $500 or less. Thanks!

(Looking for BSA threaded BB, standard dropout spacing for 11sp, 700C wheels, and ideally nice big clearances for mud and fendors.)
