Newbie needs help with PSA "declared value" rules

Hi everyone!

First I want to say I am a new collector, picked up a few boxes because my son is all about Pokemon cards and I wanted to tag along, but needed my own lane so to speak.

got hooked.

I knew very little about baseball and the current rosters, stars, rookies etc until I got into cards 6m ago, and I still don't know much, so forgive my lack of understanding, but I've done some solo research and I can't quite figure out how to provide a "declared value" for a card(s) when there's no data available. how the heck do you proceed?

I'll attach photos of my prime candidate for submission, and it's nothing superb but it was my son and I's first #'d pull, literally the first box I ever purchased.

eBay shows one has sold @ $99.95 ungraded.

But PSA wants me to submit a declared value which I understand means the value of said card AFTER grading? Right?
