This is the perfect example of why laws don't apply to the rich. She doesn't give a shit about paying whatever measly fine they give her. Drop in the bucket. She should be assessed a fine based on her net worth. If she knew that the water authority was coming after her for $10mm, and that she has to hire a team of accountants and lawyers, she might think twice about filling that third swimming pool.
