Where to complain about tradesmen who guaranteed their work but never delivered?

I had major renovations done 4 years ago and the tradesman āguaranteedā his work but never completed the job properly. Heās come back 5 times to fix issues, but they keep resurfacing because the work wasnāt done properly to begin with. Now heās basically lost interest in trying to fix it.
Anyone know who I can complain to about this? Fair trading or is there another body?
Iād be seeking partial refund or something along those lines if the issues canāt or wonāt be fixed.
