Toyota Rav4 2008: Traction control warning light comes on and tires lock if I floor the break pedal then after a few seconds both go away. What causes this?

Just bought it used a few days ago, condition is great but I noticed this when driving.

To clarify I need to actually force the break pedal down, like I might do during an emergency braking so this is not happening whenever I break or push the pedal down far enough, it has to go as far down as it can go. This only happens if it's in drive and I can unlock the wheels by pressing the gas pedal. Google isn't particularly helpful but it seems it could be related to the ABS system.

This is not a problem or anything like that, but I'm worried if this is related to the ABS system it could pose an issue during winter since the roads get really icy where I live. Also, what might I expect to pay for repairs?
