What is causing the shortage/crisis in hospitals?

Sorry if this is a stupid question, but what is the cause of the hospital ERs closing, at capacity, etc. Is it still COVID? If so, why is not more done about it? As one of the few people that is still wearing a mask, I just am confused of how there's a healthcare crisis, and yet everyone walking around like we're not still in a pandemic...when we cared so much in 2020 (banging on those pots and pans).
