Heirloom Shards

Are heirloom shards limited to specific Apex Packs are does any Apex Pack have a chance of containing them? For example, if I buy a cosmetics bundle that comes with 20 Apex Packs, can I get heirloom shards from them even though the packs are labeled as "Rare" packs. The label leads me to believe that the highest quality item I can get from it is Rare, so I just want to make sure.
