Skaven Clan Mors Question

New to the hobby and very much enjoying diving into the tabletop thanks to total war! I want to build a Clan Mors Skaven army but I guess they died off before AOS? My question is, can I still paint Clan Mors Colors and use them in competitive play? What are the rules about having different sub factions in an army?
