[Proposal] Zoning clay collection to Pheonix and Star Island.

In light of an influx of dyes and some ideas of cornering the market on clay sales and production I would like to propose making it illegal to massively harvest clay from any island or mesa in the U3P apart from Pheonix and Star Islands.
I also would like to make it illegal to harvest clay with the intent to completely level or flatten a mesa. Hollowing one out to a sad shell of it's former self is okay, but not removing an entire island.
