Napoli Secondaries?

One of the things I've seen mentioned about the ship are the secondaries being quite fearsome, at least for a cruiser. It's a ship in consideration for me and this is one question that's been on my mind so I was wondering if anyone who's gotten close to one/plays one can speak either to their efficacy or their underwhelming nature?
