Should a baby birds mouth be open constantly?

Hi all, there is a birds nest in the space below my mailbox, it’s dark in there but I noticed the mom bird now has babies (I didn’t touch the nest obviously) they were both breathing but one of them kept it’s mouth open the entire time and the other baby had it closed. Is there something wrong or is it supposed to be like that?
