Kishi is a strong supporter of total war and is interested in pursuing creative solutions to our military struggles as part of the 4-year plan. Japanese minds have long produced superior technological advances and it will be important to maintain this competitive edge in military technology to achieve total victory in any future wars.

A brave Japanese physicist, Tohoku University professor Hikosaka Tadayoshi, in 1934 wrote a paper on atomic physics which revealed some surprising possibilities. With the development of a new arms program under the 4-year plan, the government has decided to reopen the military proposals from the 34 paper. The theoretical possibilities of developing a wholly new form of strategic weapons could prove critical to avoiding a brutal war of attrition like what was seen in the Weltkrieg. The government has decided to provide a sizable budget and organized cooperation with RIKEN, the institute already possesses the only cyclotron outside of the USA and is currently developing additional cyclotrons. The Army will create a command known as Ni-Go to pursue the development of new explosive technology, the ministry of the economy will also provide additional funds for the development of new energy sources for strategic purposes. The first objective is to successfully show the possibility of a chain reaction, the experiments have already been proposed but for us to gain a lead in the sciences we must do this first. Yoshio Nishina will be put in charge of successfully creating a chain reaction in a laboratory.
