In order to assist with the rebuilding of Spain, and aid in their expansion, the Railroads of Spain will be Nationalized, and the companies at present will be given a choice of becoming either Publicly Owned, or Collectively Owned. This extends to city transportation, too, such as Trams or Subways. Companies which become publicly owned will be given funding to expand, and companies which collectivize will be given government grants in order to expand.

The CNT, hearing about this, has become overjoyed and begun slapping CNT-FAI banners onto every trolley not yet plastered with them they can find in Barcelona, and begun writing polemics in every paper they can write to in order to get people excited about the expansion of Public Transportation. The Worker's Front quickly picked this up, and made it a full organizational campaign to get people excited about the coming collectivizations, tracklaying, and station building.
