In the liberated Cities, Towns, and Countryside, arrangements will be made to set up local governments for the purposes of recruiting volunteers, replacing the now defunct local governments, and distributing resources to those who need them. Each city, town, and collective farm/group of collective farms will, from their own communities [ie. a workplace, a neighborhood, etc], elect delegates to represent them in a Worker's Delegation, an Asamblea, who will be recallable by their constituents at any given time. The delegations will elect among themselves for additional county, regional, etc. Asambleas, all the way up to the Asamblea Supremo, which will run the country in general. Every delegate is recallable at any time by those who they represent. Although, given that we are in a time of war, it may be difficult to put together the larger scale Asambleas, so limiting it to city, county, etc for now, would be acceptable.

The suggested tasks for these councils will be to begin to stockpile food for their communities in case of emergency, and begin setting up defences and recruiting and training volunteers for militia and the SWF's military, as well as continuing collectivization and, in areas of industrialization, setting up war production of firearms, equipment, support weapons, etc.
