The Chairman gathered the INC delegates from the Moderate and Maximist factions, as well as those in the Agarianist wing of the party. Bose's Chief of Staff presented them all with a policy document. The points were as follows.

• Formation of the War Committee to handle Economic, Political and Security matters relating to Reunification

• Mobilization of the Reserves

• Emergency Wartime Powers transferred to the Chairman for the duration of the National Liberation struggle

The General Secretary of the Party immediately called a vote after Bose explained the context given recent political and military developments, citing the DOI conscription act as an unmistakable escalation.

The Maximists voted in favour of the act in their entirety, the majority of the Moderates also supported the act at Nehru's urging. Finally, this left the Agrarianists, nearly all of them voted down the act. It still passed with nearly 2 thirds of the assembly, but the lack of support from the Agarianists was notable. Bose quickly acted and had the Union Security Directorate relocate and incarcerate the Agrarian Leadership as they were leaving the Assembly. Simultaneously USD operatives conducted hundreds of arrests across the entire state eliminating the influence of the Agrarian faction from civic life. Bose already had lists of Maximist replacements to reappoint to these positions.
