BlueCross BlueShield saying I can't have VA healthcare?

My insurance is saying they need a letter to prove I'm not using VA services for the year. I was under the assumption VA healthcare was different than insurance and I could have both at the same time. Has anyone else dealt with this or am I incorrect? :
