How to make a video track a target as it plays (pro 16)

So I'm still pretty new to sony vegas pro 16 and I've been trying to add a video which would follow an object, I'm aware of sony vegas pro 16's target tracking feature but I don't know how to utilize this to make a video on top follow that target. If this isn't an option, then what can I do to manually make an animation for the video??

It can only track masks, af far as I am aware. All the tracking of other objects on another track must be done manually with keyframes, but I could be wrong.

You can do tracking through the pan/crop window or the composition window. the timeline to place keyframes is at the bottom. I also recommend linking the timeline by clicking the padlock with an I. Go one frame at a time and adjust. Apologies for the bad explanation.
