Yeah, I knew you were all expecting the absurd number of follower beliefs to be next, but I was too chicken to tackle those head on and thought to save the best for last. Anyways, here's your goddamn tier list:

S Tier:

Messiah

-Yeah, this one's a no-brainer. Not only is it the best belief for world conversion because great prophets are OP but also this is great if you want to build up holy sites for a piety culture win. Not just more effective GPs, but cheaper GPs.

Religious Texts

-Don't want to waste your faith converting your own or other people's cities? Then pick this, it will clean up nicely.

Just War

-The best warmongering belief of its class. Extremely helpful in domination games, works exactly the same as the buff a foreign legion gets.

A Tier:

Holy Order

-This belief is good because not only will it help you convert cities faster but it will help you hold religious control of your own cities much easier. Shaves 60 faith off the initial price of 200, and it only scales as you buy more and more. The reason this is not S tier is because missionaries simply can't compare to great prophets, and a lot of the time your faith would be more effective if instead of buying a missionary you saved that faith until you had enough for the game to generate a GP for you.

Reliquary

-Ever wanted a second mausoleum of Halicarnassus? not really? well here you go! If you got 50 faith every time you expended a religious unit, this belief would be incredible, but unfortunately its not. This belief is the one to choose however if you don't really care about religion, as it will make you a decent amount of faith if you are Great scientist or great artist spamming, which you can then use to buy more great scientists.

Religious Unity:

-A strong belief to help with follower beliefs that rely on conversion of foreign cities, also works well with Papal primacy. In the end, City states aren't the important ones to convert and if you gain religious control of all the major civilizations the religious pressure will convert these quickly. City state conversion is extremely easy because they can't get a pantheon and many will often reward you for spreading your religion to them with a quest.

B Tier:

Itinerant Preachers:

-Not a terrible belief, but what is 3 range really going to do your you? Its gonna get you a few more followers in cities out of your religious grasp, doesn't synergize well with religious dominance.

Missionary Zeal:

-This belief is the worst religious dominance belief because generating cheaper missionaries is better than stronger missionaries. Missionaries are great to send in to convert small cities that are too small potatoes for GPs, meaning often you won't get the full use of that 25% strength, and you don't get anything for inquisitors so not as good as holy order.

C Tier:

Defender of the faith:

-Yeah, don't waste your belief on this one. If your going for a domination victory, just pick Just war. Even if it's already taken there are still better options reliquary could help you buy more great generals. If you're planning to be on the defensive, you aren't planning to win a domination game, and so then you should pick a non-combat related bonus so that it can help you actually win.
