No wage slips given to employees ... who to tell ?

A friend of mine has been working for a company for over a year and has never had a pay slip, neither have the other employees.

He keeps raising this with management and just keeps being fobbed off and going around in circles.

Who can he call on to force the company to issue payslips to their employees ?

I thought maybe HMRC ... as it could affect tax and NI the most.

Obviously without these slips he can't do anything significant financial and has no idea whether he's paying tax or not or whether it is correct ... even whether he is actually being paid the correct number of hours, etc.

Yes I've told him to get another job somewhere else as my fear is it is a dodgy company, but he has few options.
