Fuses acting weird and Heater not working

I own a 99 Tacoma SR5 and my heater isn’t working (not sure about the AC as it hasn’t been warm enough to notice it) but I want to check everything else before I have to tear apart my entire dash to check out the heating core. So my first stop would be the fuses, I went to test them but they all seem to be fine and when I test them only a few light up as working, and the systems of the ones that don’t light up still work, this is my first Tacoma and I’m kinda confused with this, any help or links would be appreciated
