Is itchy/hot scalp and chest/back a sign of hair loss? [On 160mg test cyp per week (80mg every 3 days), no other medications, male around 155 lbs]

I’m just wondering if this could be a sign of hair loss and if I can go ahead and get on finasteride as a preventative medicine for hair loss or if that’s only good to use once hair loss is confirmed.
