What is the etiquette for when someone is holding your hand and you don't want them to?

My wife and I were at a LS resort a few weeks ago. She went to the pool to read while I was doing something in the room. I later went to meet her. When I got there I saw a guy standing next to a chair holding a woman's hand (I was about 10' away, the back of the chair was towards me). He then bent down to her for about 20 seconds then left with her telling him she hopes to see him later. I realized it was her about half way through this. When I asked what was up, she said he was flirting with her and shook her hand at a point when he was getting ready to leave. He then kept holding her hand. She said she wasn't interested but if she tried to pull her hand away, she would have been pulling him towards her so she just let him hold it.

I'm wondering the etiquette for how a person would handle a situation like this. I know if I was the guy who was holding the woman's hand and she pulled back, I would let go. And if I didn't, that would be too aggressive.
