I came across this article about the Naughty in Nawlins that happened earlier this year

I had wanted to go this year and decided to opt out because of the covid. The article mentions people being screened before allowed entrance..but it vaguely sounds like people who were not tested were also allowed entry into the event..
My question is did anyone go to this event and see people who were tested/not tested?
What would be the reason to be tested if other people who were attending were not tested?
