The Navigator is too powerful and operates too far outside the normal rules.
It cannot be predicted at all. It cannot be attacked through its outpost to outpost path.
Part of the fundamental draw of Subterfuge is being able to somewhat predict what is going to happen and have the chance to react in a reasonable amount of time. When the Navigator is in play, this aspect of the game disappears -- it turns into a hard real time reaction game.
There are some limited ways to counter the Navigator but, essentially, all of one's focus must be on countering the Navigator when it enters play.
I don't think the concept is completely broken. I think there must be some way to bring it back to balance -- only allowing it to change course when it is directly between one of its own bases and another so at least it can be countered by a regular sub, for example. Or adding some sort of risk to a course change -- say, a 50/50 chance that the sub is lost on course change. But as it stands the Navigator seems too powerful.
