Cellar doesn't want to work for some reason

So I was just using the cjb cheats to plan out my farm to see how it would work functionally and wanted to sort out my cellar, yet every time I try and access it, I just get blocked off and nothing will let me go in. The house upgrade option on robins shop has completely disappeared and she isn't currently doing any visible house upgrades from what I can see. Help would be much appreciated.
