Garbage and recycling scavengers

Is anyone else not down with people picking through their garbage and recycling bags for refundable materials? It’s a common occurrence in my neighborhood where several different people will go around tearing open bags just to pull the odd can or bottle out.

I've got no problem with it, but they've also never went through my garbage, and have never ripped the bags open and left them. Even if they've untied the bags and taken what they want, they tie them back up and leave the rest. It's a clear bag that's left on the side of the road, so I have no privacy concerns. In fact, most recycling days I also throw out a bag of glass recycling and they take that too. For me, it's an upgrade to our current recycling service.
