I think it's fun for Spider-man to have a collection of regular C-list villains to take down, particularly when they're not that evil - thieves rather than murderers. Reoccurring low level costumed villains are more interesting than basic goons, and they gives a bit of contrast so that Spider-man isn't always facing huge threats. When e.g. we see Spider-man's angsty musings interrupted by a quippy take down of White Rabbit on page 2, that helps reinforce his character and abilities and how the villains of the city see him. Eyeball dude is similarly in the same category for me, most of the time.
