June 1920
With the Bolshevik Revolution crushed and the return of democracy and peace to Russia, the Constituent Assembly gets to work. Having initially been convened following the 1917 Elections, the Constituent Assembly was dispersed by the Soviet 'authorities' on January 6th, the Assembly only in active service for one day before its 'official' dissolution and replacement with the Third Congress of Soviets and VTsIK. It is with this background the fate of Russia hangs in the balance, the delegates protected by Boldyrev's finest.
With the Assembly reconvened, the first question arose before the agenda was set was what to do with Bolshevik seats. Dominating the local assemblies from major cities as well as Western Russia, their swift rise to power that came up was to do with them being able to secure electoral victories in major cities such as Moskva and Petrograd. Debate on this issue lasted most of the day before a compromise arose across party lines that called for the 2nd Place winner of local elections to take the vacant seat. If this was not possible, then the seat would be temporary suspended until further notice. While fears that a quorum might not exist with this method, another compromise was made that until the seat was officially suspended or until the second place winner of the election was able to take their seat, the vacant seat would not count to the needed quorum. As officials finished voting, further debate and agenda setting was delayed to the next day.
After avoiding a collapse of the Constituent Assembly, Chairman Viktor Chernov (Right SR) would hold a meeting with Maria Spiridonova (Left SR), offering certain concessions in terms of social policy and continued commitment to the Social Revolutionary platform as established before the October Revolution. While the meeting was unable to be kept private, the contents and results of the meeting between the two SR 'parties' currently remains unknown.
Following the reconvening the next day, a Right SR from Moscow would request a gag rule on the status of land socialisation and the Bolshevik reforms pertaining to the former, stating that such debate would only serve to inflame tensions between the victors and that efforts should be primarily focused on rebuilding the country and providing for more accurate elections. The unclear wording of the proposal meant that it was unclear what policy of land reform undertaken since the February Revolution would be accepted and implemented, and as such, the gag rule was voted down by a slim margin, with the topic of land socialisation being punted off as the last item on the agenda. As the vote was declared, a brawl broke out on the Assembly floor and the Guards, while nervous about intervening considering the last Constituent Assembly was closed by guards, get over their reluctance and stop the brawl from expanding. Chernov, wanting tensions to calm down, ended the day's proceedings in a hurry.
Over the next few days, tensions resulting from the previous brawl would resurface, and while another brawl was prevented, heated words and continuous denunciations between the delegates involved in the brawl, continued to derail further debate with only the principle of a democratic, federalized Russia getting passed as well as the proposal upholding personal freedoms including to but not limited to: freedom of speech, press, conscience, speech, assembly, unions, strikes and the inviolability of the person and home.
However, these tensions would hide the massive growth of the SVR Parliamentary Group (made up of Mensheviks to Cadets) who were able to secure an outright majority of supporters during the Assembly. The SVR, quickly realizing that the Constituent Assembly is going nowhere fast, would successfully lobby for and make future sessions of the current Constituent Assembly closed door sessions with only agreed upon press release being given to foreign and domestic reporters to avoid Russia devolving into chaos.

The following policies are proposed, accepted and declared legally binding by the Constituent Assembly:
The All-Russian Provisional Government declares that Russia shall henceforth be a democratic, federal republic. The Monarchy is officially abolished and any claimants to the former monarchy will have their claims declared null and void.
Universal suffrage for those that are Russian citizens and are 20 years or older. Voting shall not be restricted on the basis of sex, religion nor 'nationality'. Elections are to be conducted on a direct and secret basis with proportional representation of political parties being given based on their popular vote. The voting system in place will be ranked-choice with voters meant to declare their preference for not only their first choice, but the next two choices afterwards to help prevent runoff elections.
The Constituent Assembly shall - after the next convocation of national elections, be divided into the Duma and the Senate. The Duma will be representative of the national vote as a whole and parties will be able to join the Duma provided they can win 3% of the vote on a national scale. The Senate shall be representative of the electoral districts as a whole with delegates to the Senate reflecting the proportion of parties within the locality. The delegates of the Senate will serve to vote in the district's interest with the local government providing instructions on how to vote on litigation.
The establishment of a Land Reform Commission to ultimately resolve the land issue in Russia once and for all. The existing law regarding de jure and de facto land ownership will still be enforced in this people. Compensation for lost claims and lost land will be given.
While the aristocracy will not have any undue power in the Russian government, for their service to the Russian state for the past few centuries, will be allowed to keep the titles awarded to them before the February Revolution by previous Russian governments. Any political power formerly possessed by the holding of these titles are declared null and void.
Russia is a secular state. However, provisions will be made to rebuild any place of worship that is attacked and damaged only only due to the Bolshevik Revolution but also hate-crimes as well.
The Russian People will have the freedom of speech, press, conscience, speech, assembly, unions and to strike. The inviolability of the person and home will be upheld. The equality of persons will be upheld in the political sphere.
Negotiations are to be started with the so called "Ukrainian and Belarussian states" for their admittance into a federal Russian government.
Denationalization of certain industries will be implemented, but previous nationalizations of heavy industry, coal mining, metallurgy, natural resources, transportation and select utilities will be upheld.
Pensions will be given out to those who served in the Russian Army during the Great War as well as for the Boldyrev (and Denikin) Provisional Government.
A series of heavy governmental investments to undo the abuses of War Communism, as well as revitalize the Cossack community, the peasantry and local industry will be launched.
