Why does the premium portal sometimes have 1 legendary spider and sometimes have several?

I've been off the radar so I'm sure this has been explained before...but I notice there is no longer a Premium Allies portal. And sometimes the Premium portal just has one legendary spider available, and sometimes has about 7.
Is there a system here? Or what's going on?
