Need help finding an SCP

I forgot the number of it, but I remember the description of it was a knife that made others unable to help the victim or let them defend themselves, and I think there was a detailed part on how someone was raped and people knew but couldn't help.
Besides that, there was something related to it where I think an entire mall had to be bombed because the Foundation made like ten failed attempts to stop a guy with the SCP.
