Client asked specifically for my last name and a copy of my partner’s photo ID…is this normal or is this guy way off base for asking for my personal information (and my partners first and last name, address, birthdate, phone number)?

I give my last name and once I'm there in person I give them my direct phone number. Not to take them off app, but to give them peace of mind.
Over Christmas I was doing a lot of drop ins with cats and brought my teenage son, but he was with me at the meet and greets too.
I would also give my ID or my son's ID if asked. They are trusting a lot to a stranger and I don't blame them. They can find the same info online if they Google me!
