So, while playing in a multiplayer game yesterday while playing as Italy, I went the Rome Protocols route to try and stop Germany from expanding, but the event fired anyways even though Austria was in my faction. I am not sure if that is an intended function, but I was told that if you went Rome Protocols, Austria was supposed to say no. Is this working as intended? Or is this a bug? Just curious.
I have a picture of the event firing, and of my place in the focus tree, while also having a video as I was streaming at the time.
