Repent and believe or just believe ?

My question to the reformers is this… what do you actually consider works based salvation? If salvation is a free gift from God and no man is justified by the works of the law, why do we hear so many preachers say “you must repent of your sins”
I have no dog in this question, I’m not hypergrace or trying to prove points. It’s just a genuine question.
