Basic question - sorry in advance

If you have 2 clients, same industry same town looking for the same role. Do you always offer the candidates to both at the same time? Or do you offer one after the other? I can imagine one of your clients being unhappy if they hear you offered them as second choice, but also unhappy if you’re putting them up against another brand.
