Trying to figure out a reasonable offer on house I like.

I found a house i really like, but im trying to make sense of its price and see if its worth even trying to put an offer in. It was listed for 314k on 6/14. Last week it was reduced to 299k. The online listings have it at 2100sf, but it has 1456sf above grade, and the rest is a basement. At 2100sf it puts it at one of the larger homes in the area of recently sold homes, but at 1456sf its on the smaller, side but not by much.

in November a similar house, without a basement sold for 235k, in april a 1581sf home sold for 242k. another home also sold in april for 274k, but the photos look like it has premium everything in the house.

all the houses are within 100sf of one another, have within .10acre lot sizes, and are all 2.5bath or 2bath. With this house sitting for 32 days would 255k be an insane offer? if it matters, it was built in 2017, sold in 2019 for 199k, in a very rural area.
