What causes the resistance drag I feel when I peddle / coast down hill faster than top speed? How does one get more free wheeling experience?

I have a radcity 4 for my urban commute in addition to my trek road bike for my sporty road biking fun.

On my road bike, I can easily ride faster than 20mph; 24mph pace is common, and going down hill I am comfortably bombing up to 45mph for maximum “weeeeeeee”.

But the rad bike seems to want to punish me for going faster than 19.5mph by adding resistance to the drive train. I end up riding like I’m on a beach cruiser and mosey around at 12-15mph.

Am I recharging the batter by going faster than max PAS?

Is there a way to remove that resistance on the fly so I can enjoy going down hill, and peddle a comfortable 24mph?
