So I've been looking into spending a few days in and around RMNP in mid July (yes, I know it's late to plan). I understand that to access the popular Bear Lake Road, I will need a timed-entry reservation, and that parking at the trailhead is impossible after 5am anyways. I do not need reservations if I enter the park before 5am. I can also enter the park before 9am if I don't plan on going to the Bear Lake Road, right?

My question is: Suppose I don't get a timed-entry reservation for Bear Lake Road. I don't have lodging yet, so I am guessing I will only find hotels that are at least a 30min-1h drive to the park entrance. Is it possible to find parking outside the park entrance before 9am and use the shuttle to go to trailheads and such? I've been to Zion (albeit in early April so it was pretty empty) and I remember you could easily park outside and use the shuttle to go anywhere within the park.
