How do i completely fill the health, stamina and deadeye bars?

I keep seeing on Youtube, people playing as Arthur or John and the bars wrap completely around the entire gauge, and its not fortified or anything. But in my game ive reached the maximum level already thats listed in the game (level 8) and it only fills up to 75% of the gauge. Is this a bug in my game or are the characters malnourished?
