The officer's reason for pulling him over really changes who's in the wrong here.
Guy's tag is expired? Ran a light? The cop is just being a dick on a power trip, should've just said why he pulled him over, taken further action if he still didn't comply.
The vehicle or the guy's face matches the description of one/someone reported at a crime scene? Yeah, refuse to tell him why you pulled over until you see ID. Could potentially be a dangerous situation for the cop. Could result in him being shot, or the driver speeding away and initiating a chase which would endanger more cops, the driver, the passengers, and any potential bystanders.
That being said, if people didn't maintain such an anti-cop, "fuck 12" attitude and just did what they were told in situations like this, we'd have way fewer incidents of police using force.
