Secure browsing while on WiFi without VPN

Potentially stupid question. I have been told that if you want to something secure on your phone, such as paying bills through a banking app, you should always make sure you are using a cellular network or if you are using WiFi, it shouldn't be public. Fi takes care of the public issue when the VPN activates, but if I am on a public WiFi without the VPN automatically engaging and I have to do something that requires security, should I turn WiFi off to use the cellular network?
