Do you have to clear coat glaze over gloss glaze to make it food safe?

I've been clear coating over gloss glazes thinking that I needed the clear coat glaze over the pigmented gloss glaze for functional food ware.

I don't really understand fritting or how metallic pigments are rendered food safe. I can see how matte glazes and underglaze needs a clear coat for sanitary reasons, but I'm not sure if I need to be sealing in food safe gloss glazes with a clear coat.
