Check in plex settings (server) under "Network" that you put your local network in LAN Networks, for example if you have a 10.x network you can put 10.0.0.0/8 if 192 192.168.0.0/16 if 172 use 172.16.0.0/12 I have experienced that plex sometimes think you are streaming remotely if you do not add your local cidr into the network field and then firstly throttle more, buffer more and transcode more.

It might not work for you, but if you have vlans etc it is aboslutely worth a try, actually regardless its ok to put in the cidr so that you tell plex everything local is local streaming.
