Attacking with Spell and Weapon [Rules]

So on page 10 of the rulebook it states, "You may only play 1 card of each type at any given time;" And then on page 11 re: modifying combat checks, "Each player may play no more than 1 of each card type"

So my question is, my buddy is playing as Ezren, through the random weapon reward from "The Poison Pill" scenario, he got a Heavy Crossbow. This seems to be resulting in some really OP attacks, because as far as I can tell from the rules, you can play 1 Weapon and 1 spell in a given combat. So for example, with the Heavy Crossbow and Force Missile, this is what he is rolling:

Arcane 2d4 (Force Missile) & Dexterity 1d10 (Heavy Crossbow)

Which results in:

1d12 1d10 1d6 2d4 2 as a combat roll... is this correct? Seems crazy OP to me, because there is zero penalty for not being weapon proficient with the Heavy Crossbow.
