Why does Untrained Improvisation have the seemingly arbitrary level 7 "barrier" to take full effect?

I don't see what would be so special about level 7 that you couldn't allow the full level on untrained skills beforehand. Does anyone know of a good reason why it specifically gets much better at level 7?

Untrained Improvisation Feat 3

General

You’ve learned how to handle situations when you’re out of your depth. Your proficiency bonus to untrained skill checks is equal to half your level instead of 0. If you’re 7th level or higher, the bonus increases to your full level instead. This doesn’t allow you to use the skill’s trained actions.
