2 questions on velociraptor predatory behavior

I've read several peer reviewed articles with conflicting theories so I want people's take.

  1. Was velociraptor hunting protoceratops or was protoceratops hunting velociraptor? I ask because the protoceratops, which had bones full of marrow and no airsacs, was about 5x more massive than the velociraptor in this famous fossil.

  2. Was the velociraptor going for protoceratops jugular/throat? If so, was this their go to hunting method like with big cats?
