Drainage Van spilling oil - is this a council van?

Does anyone know if this van belongs to the Council or perhaps a contractor? It was in our street in west end of Paisley today doing the drains and only after walking along the street earlier my husband said there is oil spilled at nearly every drain (but sometimes in middle of road where people have parked cars). We feel we should report this as they're possibly unaware and could cause problems for them and others. No idea what company it is though! Any ideas?
